    Last week, we dealt with clause 4.2, 'Understanding the Needs and Expectations of Workers and Other Interested Parties,' and we took a practical example from Lucmar Automobile Solutions Limited. This week, we shall look at clause 4.3, 'Determining the Scope of the OH&S Management System. 

     

    Clause 4.3: Determining the Scope of the OH&S Management System.

    The organization shall determine the boundaries and applicability of the OH&S Management System. 

    Essentially, this involves defining the system's boundaries by clearly establishing which activities, products, services, locations, and functions are included.

     

    The clause further states that when determining this scope, the organization shall:

    (a) consider the external and internal issues referred to in clause 4.1;

    (b) take into account the requirements referred to in clause 4.2; and

    (c) take into account the planned or performed work-related activities.

    It is noteworthy that the components of the OH&S standard's High-Level Structure (HLS) are all interconnected. As you progress with implementation, you will see that information determined in one clause serves as an input for subsequent clauses. Additionally, we must always consider planned changes.

     

    Lastly, the OH&S management system shall include the activities, products, and services within the organization's control or influence that can impact its OH&S performance. This requires looking into clauses 4.1 and 4.2 once again and considering what we do-the activities we conduct, and our products and services-and whether they can impact our OH&S management system. 

     

    Lucmar Automobile Solutions Limited applies this exact rule:

    • Under Direct Control: Inside the vehicle repair bays, engine diagnostic testing, and the hydraulic car lifts. Lucmar sets the exact safety rules here.

    • Under Influence: Mobile mechanics working on a customer's driveway or third-party delivery drivers dropping off spare parts. Lucmar cannot control the environment completely but can influence it via safety policies and contract terms.

    Finally, the scope shall be available as documented information. The scope must be written down and kept as a document, as auditors might request to see it during an audit. 

     

    Example is given below for Lucmar Automobile Solutions Limited

    The scope of the OH&S Management System covers all automotive maintenance, repair operations, workshop services, and vehicle leasing management managed by Lucmar Automotive Solutions Limited,  This includes all activities performed on-site by employees, contractors, and visitors.
