Excerpts from the ISO 45001 standard document
The organisation shall establish, implement and maintain a process to assess:

OH&S opportunities to enhance OH&S performance, while taking into account planned changes to the organisation, its policies, its process(es) or its activities :and :
1. Opportunities to adapt work, work organisation and work environment to workers
2. Opportunities to eliminate hazards and reduce OH&S risks

Other opportunities to improveOH&S management system
NOTE: OH&S risks and OH&S opportunities can result in other risk and other opportunities for the organisation
This sub-clause is dedicated specifically to Occupational Health and Safety (OH&S) opportunities. The opening statement dictates that the organization must establish a standard operating procedure to assess these opportunities.
The evaluation framework must weigh their overall benefits and potential to improve OH&S performance, while systematically accounting for planned changes to the organization, its policies, processes, or activities.
Furthermore, the standard requires organizations to leverage these opportunities to adapt work, work organization, and work environments directly to workers, thereby eliminating hazards and mitigating OH&S risks.
Ultimately, when assessing risks, the subsequent risk treatment phase inherently introduces strategic opportunities to deploy higher-level control measures within the hierarchy of controls.
